The invention relates to the technical field of submarine pipeline operation, in particular to a submarine pipeline operation pit back-silting-preventing excavation construction method which comprises the steps that an excavation area of an operation pit is determined, and stepped excavation is conducted on the excavation area till a deep foundation pit is excavated; and a sand collecting pit is excavated around the deep foundation pit, and excavation of an operation pit is completed. Sediment back silting is slowed down by excavating the operation pits in a stepped mode, sand collecting pits are excavated around the operation pits in the bottom layer to collect back silting sand, the operation time is prolonged, cost is high, and the requirements for the flatness and bearing capacity of a seabed are low.
