The invention relates to an over-rotation prevention system and method for swivel bridge construction, and the system comprises an annular slide way fixed on a concrete lower turntable, and further comprises a fixed limiting device and a movable limiting device which is matched with the fixed limiting device for use so as to carry out over-rotation prevention limiting on a supporting leg fixed on a swivel upper disc; in the rotating process of the rotating body upper disc, the movable limiting device is pushed by the supporting feet and rotates above the annular sliding way along the circle center of the annular rail. During limiting, the movable limiting device is pushed by the supporting feet and finally abuts against the fixed limiting device. During abutting, the movable limiting device buffers and consumes the kinetic energy of the supporting feet and the swivel bridge and reduces the impact load. According to the system, the over-rotation problem occurring in the swivel bridge construction process can be effectively prevented, the buffering material and the buffering device are adopted at the collision position, the effects of buffering and reducing the collision force are achieved, and the bridge pier or the supporting foot is prevented from being collided and damaged.
