The construction method comprises the following steps that slope excavation is conducted on a seabed to form a foundation trench; high-pressure jet grouting piles are constructed at the bottom of the foundation trench, and immersed tubes are hung at the bottom of the foundation trench; wherein at least part of the high-pressure jet grouting piles are supported at the bottom of the immersed tube; rigid piles are constructed at the bottom of the foundation trench, and the rigid piles are supported on the two opposite side walls of the immersed tube; and backfilling and compacting the foundation trench to finish the construction of the immersed tube. The rigid piles are driven into the two opposite sides of the immersed tube, the immersed tube is protected against overturning damage, foundation soil around the rigid piles can be in transverse extrusion, and the rigid piles and the high-pressure jet grouting piles jointly achieve the compaction effect on a foundation. And meanwhile, the rigid piles and the high-pressure jet grouting piles have the replacement effect on foundation soil, bear loads together with the foundation soil and are stressed cooperatively, the advantages of being low in cost, convenient and fast to construct, high in bearing capacity, good in anti-seismic property, good in anti-floating capacity and the like are achieved, and the problem of differential settlement of the immersed tube can be effectively solved.
