The invention provides a photovoltaic system based on a decommissioned offshore wind power pile foundation, the photovoltaic system comprises the offshore wind power pile foundation, a grouting single pile and a photovoltaic module, the offshore wind power pile foundation comprises a pile sinking part and a frame body part which are connected, the pile sinking part comprises a plurality of pile foundation bodies, at least parts of the plurality of pile foundation bodies are inserted into the seabed, and the grouting single pile is connected with the photovoltaic module. The plurality of pile foundation bodies are arranged at intervals in the circumferential direction of the frame body part, part of the frame body part is arranged above the sea surface, the plurality of grouting single piles penetrate through the pile foundation bodies in the height direction of the pile foundation bodies, each grouting single pile is provided with a grouting inlet and a grouting outlet so as to facilitate grouting, and the photovoltaic assembly comprises a photovoltaic platform and a control piece. The control piece is arranged on the frame body part and connected with the photovoltaic platform, and the photovoltaic platform is connected with at least one of the grouting single pile and the frame body part. According to the photovoltaic system, the offshore wind power pile foundation serves as a fixed base and is reinforced through the grouting single pile, and reutilization of the retired pile foundation is achieved.
