The invention discloses a water-resistant curing agent as well as a preparation method and application thereof, and belongs to the technical field of curing agents. The water-resistant curing agent comprises a first composition and a second composition in a mass ratio of (1-5): 10, the first composition comprises, by weight, 10-30 parts of modified gypsum, 10-20 parts of modified fly ash, 2-8 parts of an anionic surfactant and 1-3 parts of sodium silicate, and the second composition comprises, by weight, 10-30 parts of magnetic water, 5-15 parts of sodium ricinoleate and 10-30 parts of composite resin. The components of the water-resistant curing agent prepared by the preparation method disclosed by the invention are mutually synergistic, so that the water-resistant curing agent is suitable for various soil properties, particularly suitable for a road water-stable layer, capable of changing the composition of soil and the engineering property of a soil body, obviously improving the overall compressive strength of the soil and reducing shrinkage, and good in water resistance.
