The invention relates to the technical field of shower, and provides a microbubble bubbler and a water outlet device. The microbubble bubbler comprises a filtering part used for filtering water flow; the gas-water mixing assembly is used for generating bubble water from the water flow, and the water outlet direction of the gas-water mixing assembly is a first direction; the bubble cutting assembly is used for cutting the bubble water and cutting bubbles in the bubble water into micro bubbles to form micro-bubble water; at least part of the bubble cutting assembly forms an included angle relative to the first direction, and the bubble cutting assembly is provided with an impurity discharging channel which is used for discharging impurities; wherein the included angle is smaller than 90 degrees or larger than 90 degrees. When the water flow jetted at a high speed is jetted, the impurities slide down along the bubble cutting assembly until the impurities slide to the bottom position of the bubble cutting assembly in the water flow direction, and the risk that the whole bubble cutting assembly is blocked is reduced. And meanwhile, the impurity discharging channel provides a discharging channel for the impurities, so that the impurities are discharged from the interior of the microbubble bubbler.
