At least one mounting opening communicated with the interior of the caisson is formed in the top end of the cover plate and is used for mounting a water taking and draining head; the bottom end of the water retaining steel cylinder is detachably and fixedly connected with the top end of the caisson, the height of the top end of the water retaining steel cylinder extending to the position above the sea level is not smaller than the preset height, and the water retaining steel cylinder is used for preventing seawater from entering the caisson.
