The invention discloses a cement-based sensing material as well as a preparation method and application thereof. The cement-based sensing material comprises MXene, DOAS powder and a gel material, the DOAS powder is prepared from the following components in percentage by mass: 20 percent to 30 percent of bis (2-ethylhexyl) sodium sulfosuccinate, 15 percent to 30 percent of 2-octenyl-1-yl succinic anhydride, 15 percent to 30 percent of 3-aminophenylboronic acid and 25 percent to 35 percent of a surfactant. The material is applied to detection of chloride ions in concrete. According to the invention, a conductive network is constructed by using DOAS dispersed MXene, and the conductive network has good conductivity and sensitivity, stable performance and good durability, and can be used in concrete construction engineering for a long time; cement and other cementing materials are used as main components, the expansion coefficient is close to that of concrete, the compatibility is good, and the concrete can be applied to various concrete buildings.
