The invention belongs to the field of harmless treatment and resource utilization of waste incineration fly ash, and relates to a waste incineration fly ash and industrial waste lye co-treatment and oriented application method, which comprises the following steps: S1, activating hazardous wastes to form an activated product; s2, performing geopolymerization chemical treatment on the activated product to form a geopolymer; s3, the geopolymer is used for preparing artificial soil, and resource utilization is carried out. Through activation treatment, silicon, aluminum, calcium, heavy metals, ash and other functional elements and effective components in the fly ash are activated and released and are used as raw materials, so that the problems of low fly ash utilization rate and low compressive strength of the obtained geopolymer in the existing fly ash geopolymer solidification and stabilization technology are solved; therefore, the prepared artificial soil can be applied to various scenes such as roads, garbage heap covering, protection facilities, building materials, tailing pond/pit restoration, ocean protection and ecological restoration.
