The invention discloses an underground coal mine winch foundation embedded foundation bolt pouring fixing device and a construction method. Adjusting bolts are arranged in pairs, one ends of the adjusting bolts are provided with threads, and the other ends of the adjusting bolts are welded to the corresponding embedded foundation bolts; hexagonal nuts corresponding to threads of the adjusting bolts are arranged at the two ends of the adjusting pull rod assembly and welded with thin steel plates for connection. The fixed joist is made of round steel and a thin steel plate, and joist holes are formed in the fixed joist at equal intervals. The joist is fixedly connected to the adjusting bolt through a fixing buckle assembly manufactured through galvanized round steel.
