The remote control underwater robot comprises a first underwater robot located on one side of the downstream of the tunnel and a second underwater robot located on one side of the upstream of the tunnel, and the elastic bag combination comprises a first-stage elastic bag, a second-stage elastic bag, a third-stage elastic bag, auxiliary pipe valves and connecting pieces from left to right. According to the invention, a single elastic bag plugging technology is expanded into a multi-bag plugging technology, the in-bag drainage channel and the inter-bag drainage channel are separated, the pressure in the elastic bags is higher than the inter-bag pressure, so that the friction force necessary for plugging is provided, and the pressure of the elastic bags and the inter-bag pressure is gradually reduced by utilizing the two drainage channels; and the technical difficulty of blocking a large-scale tunnel by using a conventional elastic material is broken through.
