The tunnel anchor construction method comprises the steps that a construction shortcut is formed in a side slope of a gentle slope mountain, and a construction transverse hole is formed in a steep mountain from the construction shortcut to a target position; a first anchor hole and a second anchor hole which are arranged in parallel are formed in the target position towards the inner side of the mountain, and the first anchor hole and the second anchor hole are transversely communicated through the construction transverse hole; a first cable hole and a second cable hole which are arranged in parallel are formed in the target position towards the outer side of the mountain, and the first cable hole and the second cable hole are transversely communicated through the construction transverse hole; and anchor plug bodies are poured in the first anchor hole and the second anchor hole correspondingly, cable saddles are poured on the sides, close to the outer side of the mountain, of the anchor plug bodies, and main cables are erected. According to the construction method, the construction shortcut is formed in the gentle slope through excavation, the transverse hole is constructed on the abrupt slope, and the anchor hole and the cable hole are excavated from the target position where the transverse hole is constructed to the two sides, so that excavation and slope protection operation on the abrupt slope can be avoided, the construction difficulty can be reduced, the construction safety can be improved, and damage to the natural slope surface of the mountain can be reduced.
