Inserting holes are formed in the bottom of the mounting plate at intervals, poke rods are slidably connected into the inserting holes, and supporting springs are fixedly connected between the upper ends of the poke rods and the bottoms of the inserting holes. According to the device, the poke rods at the bottom of the mounting plate are inserted into gaps of railway ballast broken stones, part of the poke rods just blocked by the broken stones are passively retracted into the insertion holes, part of the broken stones are pushed outwards through the extending poke rods along with outward rotation of the mounting plate, the dense degree of the broken stones around a sleeper is reduced, and therefore falling of the sleeper is facilitated.
