The invention discloses a device for reserving a vibrating hole in the lower portion of a structural hole and a construction method, and the device comprises a base plate which is used for being attached to the bottom position of a structural hole formwork on a wall formwork, and a through hole is formed in the position corresponding to the vibrating hole of the structural hole formwork; the sealing plate is rotationally connected to the position, corresponding to the through hole, of the base plate so as to rotationally open and close the through hole; when a wall surface is poured, the sealing plate is in a state of closing the through hole so as to limit concrete leakage; and after the wall surface is poured, the sealing plate is in a state of opening the through hole, so that a vibrating rod extends into the sealing plate to vibrate the concrete. As a further improvement, a handle for driving the sealing plate to rotate is arranged on the sealing plate, and the handle protrudes out of the surface of the sealing plate. The vibrating blind area can be solved, the forming quality of concrete out of a structural hole is better, and the service life is prolonged.
