The preparation method specifically comprises the following steps: step 1, carrying out quaternization treatment on chitosan to obtain quaternized chitosan; grafting the chitosan with a hyperbranched monomer to obtain modified chitosan; and 2, grafting the modified chitosan with anhydride, and grafting the modified chitosan with an unsaturated monomer to obtain the polycarboxylate superplasticizer. The polycarboxylic acid water reducing agent has good adaptability to cement, can enable the cement to keep good fluidity all the time in the hydration process, inhibits early-stage hydration of the cement, slows down the hydration heat peak period, can fully react with the cement, reduces the cement flocculation phenomenon, improves the strength of concrete, and can greatly save the cement and water; and the method has the characteristics of no pollution to the environment, environmental protection and energy conservation.
