The invention provides a prestress construction method and device. The method comprises the steps that a flexible bag is pre-buried in the design position of a prestress steel beam; the flexible bag is filled with a fluid medium, so that the flexible bag expands, deforms and is supported in the concrete; after the concrete is solidified and meets the expected requirement, the fluid medium in the flexible bag is discharged, so that the flexible bag is separated from the concrete; the flexible bag is taken out, and a prestress strand penetrating hole channel is formed; and a prestressed steel beam is placed in the prestressed beam penetrating hole channel, anchored and tensioned. According to the invention, the gas (liquid) bag is adopted to realize post-tensioning method post-strand pulling prestressed duct pore-forming.
