The invention relates to an anchor rod static pressure pile foundation reinforcing structure and a construction method thereof. The anchor rod static pressure pile foundation reinforcing structure comprises a water stop steel plate, prestressed tendons and fixing pieces. The water stop steel plate comprises a first component and a second component which are integrally formed, the first component is pre-buried in the bottom plate, and the second component is arranged in the pile pressing hole; the fixing pieces are fixed to the surface of the bottom plate, the prestressed tendons are arranged in the pile pressing holes, one ends of the prestressed tendons are fixedly connected with the static pressure piles, and fixing holes allowing the prestressed tendons to penetrate through are formed in the other ends of the prestressed tendons. The prestressed tendons penetrate through the fixing holes and then are in threaded connection with the fixing nuts. According to the construction method, the water stop steel plate can effectively prevent water vapor in a soil body from permeating upwards into the building structure, so that the waterproof performance of the bottom is improved; the shrinkage prestressed tendons can compress concrete in the pile pressing holes, and generation of concrete permeation channels in the pile pressing holes is reduced; the compressed concrete exerts acting force on the water stop steel plate so as to improve the connection strength between the concrete and the water stop steel plate and reinforce the waterproof performance of the foundation.
