The bottom surface of the upper structure comprises an upper semicircular arc surface in the middle, two inner bottom surfaces and two outer bottom surfaces, and the inner bottom surfaces are higher than the outer bottom surfaces; a grouting hole is formed in the center of the top surface of the upper structure; the two end faces of the upper structure are provided with an upper tenon and an upper mortise respectively. The top surface of the lower structure comprises a lower semicircular arc surface in the middle, two inner top surfaces and two outer top surfaces, and the outer top surfaces are lower than the inner top surfaces; a lower tenon and a lower mortise are respectively arranged on two end surfaces of the lower structure; when the upper structure and the lower structure are combined, the outer bottom face is attached to the outer top face, the inner bottom face is attached to the inner top face, the upper semicircular arc face and the lower semicircular arc face are spliced to form a whole circular cavity, and the diameter of the whole circular cavity is matched with the outer diameter of a pipeline. The invention further discloses a construction method of the pipeline encapsulation. The device has the advantages of simple structure, stable quality, convenience in mounting, high speed and the like.
