The invention relates to a thermal insulation panel comprising at least one aerogel composite material for thermal insulation of buildings. In particular, the invention relates to a thermal insulation panel (3) comprising at least two insulating layers (31) bonded together. At least one of the at least two insulating layers (31) comprises at least one aerogel composite material, wherein the aerogel composite material comprises at least one silica aerogel (a1), at least one polymer foam (a2) and at least one flame retardant (a3). The invention also relates to a thermal insulation system comprising said thermal insulation panel (3). Furthermore, the invention relates to a method for producing the insulation panel (3), and to the use of the insulation panel (3) and the use of the insulation system for the insulation of buildings, building parts and/or building components.
