Sliding block grooves are formed in the two sides of the lower end of the inner pipe in the radial direction in a penetrating mode, a slope clamping block is slidably connected into each sliding block groove, and the slope of each slope clamping block faces the upper side. The four steel pipe bases are pulled down according to the height position of the pipe column, the adjusting holes extrude the slopes of the slope clamping blocks to retract into the inner pipe and extrude the elastic assemblies at the same time, after the steel pipe bases move downwards to the proper positions, the slope clamping blocks are inserted into the other adjusting holes again under the elastic action of the elastic assemblies, and then the steel pipe bases are connected with the upper end of the pipe column.
