The jacket comprises guide pipe legs, a platform, mounting blocks and water injection pipes, the multiple guide pipe legs are arranged around the platform, the top ends of the guide pipe legs are connected to the bottom face of the platform, and the bottom ends of the guide pipe legs are used for being fixedly connected to bearing piles; the installation block is arranged on the outer side wall of the guide pipe leg and is lower than the sea level, a containing cavity is formed in the guide pipe leg and comprises a wading area and a water-free area located above the sea level, a water injection hole is formed in the outer side wall of the guide pipe leg and located between the installation block and the bottom end of the guide pipe leg, and one end of the water injection pipe is connected to the water injection hole; an exhaust hole penetrating to the water-free area is formed in the position, higher than the sea level, of the outer side wall of the guide pipe leg; the bottom ends of the guide pipe legs are inserted into the mounting grooves of the bearing piles, the top faces of the bearing piles abut against the bottom faces of the mounting blocks, and grout is poured between the outer side walls of the guide pipe legs and the groove walls of the mounting grooves. The invention has the beneficial effects of low construction cost and convenience in installation.
