The invention relates to the technical field of refuse landfill sites, and discloses a construction method for curing a refuse landfill site by a curing agent, which comprises the following construction steps: 1) leveling the refuse landfill site to form a flat construction area; (2) a curing agent is prepared, the curing agent is formed by stirring and mixing cement, slag powder, gypsum, bentonite and ionic salt according to the mass percent, and the curing agent and the water body are stirred and mixed to form curing slurry; (3) a double-wheel stirrer is provided, the double-wheel stirrer comprises a drill rod, and a power structure drives the drill rod to move up and down; two end heads are arranged at the bottom of the drill rod, and milling wheels are arranged at the end heads; a bottom grout outlet is formed in the bottom of the drill rod and communicates with the grouting pipe. A drill rod is arranged longitudinally, a milling wheel on the end head rotates longitudinally, the milling wheel cuts and digs a soil body in a construction area and stirs the soil body, and the solidified slurry is sprayed downwards through a slurry outlet in the bottom and is stirred and mixed with the soil body to form solidified soil; and the milling wheel continuously drills downwards until the set depth is reached.
