The invention relates to the technical field of water conservancy projects, in particular to a reservoir in-storage and out-storage water volume dispatching and shunting system and method, and the system comprises a display unit, a main control unit, an early warning scheme planning unit, a rainfall module, an early warning module and a water level monitoring unit. The display unit and the early warning scheme planning unit are both remotely connected with the main control unit; the water level monitoring unit is arranged to monitor the water level of the reservoir and the water levels of all the river channels flowing down the reservoir, the early warning unit receives the precipitation amount of the current day and within seven days issued by the weather forecast system, during precipitation, the main control unit calculates whether all the river channels meet the receiving amount or not, and the water amount in all the river channels is planned and dispatched in a backflow mode; scheduling is completed when rainfall arrives, and the overflow condition is avoided; when no rainfall exists, the water shortage condition of each river channel is calculated through the main control unit, and after the required shunt quantity is obtained, water in the reservoir is shunted to each downstream river channel in a shunt mode, so that the water quantity of each downstream river channel meets the use requirement.
