The invention relates to a vehicle unlocking control device, a vehicle and a vehicle unlocking control method. The vehicle unlocking control device comprises a control module, a first domain controller and a second domain controller. The control module is used for supplying power to the first domain controller and the second domain controller by using an external emergency power supply when the control module is electrically connected with the external emergency power supply in the state of power shortage of the whole vehicle; the first domain controller is used for controlling a front cabin cover lock motor to be unlocked after the first domain controller is powered by the control module; and the second domain controller is used for determining whether to control a vehicle door lock motor to unlock or not according to a vehicle door unlocking signal if the second domain controller receives the vehicle door unlocking signal after the second domain controller is powered by the control module. According to the invention, the problem of how to unlock the forecabin and the vehicle door in the state of power shortage of the whole vehicle so as to carry out power connection of the low-voltage battery can be solved.
