The leveling cushion blocks are I-shaped, the number of the leveling cushion blocks is eight, every two leveling cushion blocks form a pair, the upper surfaces of each pair of leveling cushion blocks are fixedly connected with a modulation base of the leveling foundation of the transmission tower through bolts, and the lower surfaces of each pair of leveling cushion blocks are fixedly connected with the upper surface of the bearing base through bolts; the upper surfaces of the four modulation bases are fixedly connected with four bases of the power transmission tower through gaskets.
