The output end of the water pump communicates with a heat dissipation water pipe; the water tank and the cooling water tower are installed on the roof, the water pump in the water tank conveys water in the water tank into the heat dissipation water pipe, the heat dissipation water pipe conveys the water, the heat dissipation water pipe penetrates through the heat preservation layer, when the water moves in the heat dissipation water pipe, heat of the heat preservation layer, the roof and the lower portion of the heat preservation layer can be taken away through heat exchange, and the roof is cooled; and the water absorbing the heat enters the cooling water tower to be cooled, and the cooled water is conveyed into the water tank again to realize water circulation, so that the utilization of water resources is improved.
