The invention relates to the technical field of concrete admixtures, in particular to a low-sensitivity ester polycarboxylic acid water reducer as well as a preparation method and application thereof. The preparation method of the low-sensitivity ester polycarboxylic acid water reducing agent comprises the following steps: carrying out esterification reaction on hydroxycinnamic acid and polyethylene glycol, and carrying out free radical polymerization reaction on an obtained esterification monomer, an unsaturated polyester monomer, an unsaturated carboxylic acid monomer and a carboxylic ester monomer. The preparation method is characterized in that an unsaturated polyester monomer, an unsaturated carboxylic acid monomer, an esterification monomer and a carboxylic ester monomer are copolymerized to be introduced into a polycarboxylic acid molecular chain at the same time, an esterification structural unit contains polyhydroxy phenyl and a polyethylene glycol chain segment, a carboxylic ester structural unit contains carboxyphenyl and optional ester groups and carboxylate, and the unsaturated carboxylic acid monomer, the esterification monomer and the carboxylate monomer are copolymerized to form a polycarboxylic acid copolymer. Therefore, the obtained low-sensitivity ester polycarboxylic acid water reducing agent is small in slump and expansion degree gradual loss, and corresponding concrete is free of bleeding and has good mud resistance and workability.
