By arranging a third drainage pipe and foam, when drainage holes in the sewer cover plate are blocked, water begins to be accumulated above the sewer cover plate, the accumulated water drives the foam to float upwards, the foam drives the third drainage pipe to float upwards synchronously, impurities in the accumulated water sink to the bottom, and the accumulated water at the top is drained into a rain and sewage pipe network through the third drainage pipe; therefore, the situation that a large amount of water is accumulated when the drain holes in the sewer cover plate are blocked is effectively avoided.
