The invention discloses a device and a method for automatic construction of rock-fill dam panel concrete. The device comprises a control system, a winch, a track, a movable stock bin and a slip form working trolley, the winch is provided with a signal receiver and a controller and used for receiving instructions of the control system, and the controller executes the instructions and controls the winch to rotate forwards or backwards. A vibrating device is integrated on one side of the slip form working trolley, and a trowelling device is integrated on the other side of the slip form working trolley; the movable stock bin, the vibrating device and the trowelling device are each provided with a sensor, a signal transmitting/receiving device and a controller and used for sending position and speed information to the control system, receiving instructions of the control system and executing the instructions. According to preset parameters of a control system, the paving speed and strength are automatically controlled, it is ensured that concrete is reasonably distributed on the reinforcing mesh up and down, the vibrating device can avoid the problems of cavities and insufficient vibrating, high-precision control and fine treatment on the concrete surface are achieved, the construction quality is improved, and personal errors are eliminated; and the whole process is monitored and controlled.
