The method comprises the following steps: according to different temperature requirements, preparing a phase-change composite material corresponding to the temperature requirements from a phase-change material; a packaging shell of a preset size is used for packaging the phase change composite material, a target packaging assembly is generated, the packaging shell comprises an outer packaging shell and an inner middle partition plate, the interior of the outer packaging shell is of a hollow structure, and the inner middle partition plate is arranged in the middle of the interior of the outer packaging shell in the length direction; and performing adhesion treatment on the plurality of target packaging assemblies by using an adhesion material to generate the dual-temperature phase change energy storage material plate. The dual-temperature phase change energy storage material plate can reduce the indoor use energy consumption of a building, reduce the use time of equipment such as an indoor air conditioner, improve the indoor comfort degree and achieve the effects of energy conservation and emission reduction.
