The treatment method comprises the following steps: positioning a waste pile to be pulled out, arranging a PHC pipe pile on soil around the pile through cemented soil, and positioning an interface between the cemented soil and the soil around the pile; symmetrical hole guiding is conducted on the interface through a down-the-hole hammer, and symmetrical hole sets are drilled in the interface; using a thin PVC pipe to rotate along with the pipe at the position of the symmetrical hole group; the waste pile is lifted and pulled, and the thin-skin PVC pipe is removed; the pulled-out stiff composite pile hole is backfilled with river sand, and preparation is made for follow-up pile planting.
