The invention provides a method for arranging a preposed retaining wall at a water inlet of a hydropower station, which comprises the following steps of: aiming at the water inlet of the hydropower station, calculating to obtain the minimum distance between the preposed retaining wall and a water inlet tower and the highest limit value of the elevation of the top of the preposed retaining wall by limiting the horizontal flow velocity of a water body passing through the top of the preposed retaining wall and the vertical flow velocity of the water body passing through the top in the preposed retaining wall; and finally, the distance between the front retaining wall and the water inlet tower and the top elevation of the front retaining wall are verified and selected through water temperature influence analysis of the water inlet of the hydropower station and numerical analysis of the flow state of the water inlet. The systematic and reliable method is provided for arrangement of the front retaining wall of the water inlet of the hydropower station, by means of calculation, verification and value selection of the distance between the front retaining wall and the water inlet tower and the elevation of the top of the front retaining wall, slope excavation of a mountain on the rear side of the water inlet tower can be conveniently controlled, project investment is optimized, meanwhile, the temperature of discharged water is greatly increased, and the service life of the water inlet tower is prolonged. The ecological environment problem caused by the change of the water temperature of the discharged water body is relieved, and the method can be vigorously popularized and applied in practical engineering.
