The composite reinforced embankment structure comprises a waste tire reinforced cushion layer laid on the surface of a foundation and an aeolian earth-rock mixture reinforced embankment laid on the cushion layer. The waste tire reinforced cushion layer comprises gravel soil layers which are laid up and down and a rubber strip-soil and stone mixture which is filled in the waste tires and gaps between the tires; according to the aeolian earth-rock mixture reinforced embankment, waste tires are flatly laid on bidirectional geogrids, the adjacent waste tires are connected through U-shaped clamping pieces to form tire nets, and the waste tires are reversely wrapped on the two sides of a slope through lengthened geogrids; and laying a bidirectional geogrid at the bottom of the upper roadbed, fixing the geobag on the bidirectional geogrid, and then backfilling roadbed filler to the pavement.
