Frequency stepless adjusting devices and damping units are arranged on the two sides of the mass block, the top ends and the bottom ends of the frequency stepless adjusting devices are rotationally connected with a top frame and a base of the outer frame unit respectively, each damping unit comprises a conductor plate and a permanent magnet, the permanent magnets are fixed to the mass block, and the conductor plates are fixed to the outer frame unit; a gap is formed between the conductor plate and the permanent magnet, the moving direction of the mass block is consistent with the wind load direction of the building body, and meanwhile the frequency stepless adjusting device horizontally swings in the wind load direction of the building body.
