The working platform comprises an anchor rod inhaul cable structure, a supporting and retaining structure serving as a platform foundation, a laminated slab connected with the supporting and retaining structure and an undisturbed soil hardening platform and a jacking structure arranged between the top of the supporting and retaining structure and the bottom face of the laminated slab, the anchor rod inhaul cable structure comprises stay cables, and the design method comprises the steps that A1, design preparation is conducted, the platform width is determined; a2, a retaining structure is designed, the position of the retaining structure is determined according to the platform size and topographic factors, and the height and the burial depth of the retaining structure are calculated; the earth-rock volume required by earth-rock backfilling is calculated; a3, calculating the stay cable, namely calculating the cable-stayed force of the stay cable according to the size of the platform, the size of the cable bent tower bracket, the anchoring position and the load borne by the stay cable under the limit state of the bearing capacity; a4, checking calculation of a cable bent tower support and checking calculation of a laminated slab; and determining the load of the laminated slab according to the determined stress system.
