The embodiment of the invention discloses a cement-based composite grouting material as well as a preparation method and a grouting construction method thereof, relates to the technical field of engineering materials, and aims to solve the problem that a grouting material cannot prevent and treat salt-containing underground water. The preparation method of the cement-based composite grouting material comprises the following steps: sampling underground water in a to-be-grouted area to obtain an underground water sample; the underground water sample is detected, and the salt content of underground water in the to-be-grouted area is obtained; based on the salt content of the underground water, the cement-based composite grouting material comprises the following components in percentage by weight: 1.3%-10.5% of magnesium oxide, 0.66%-0.7% of a water reducing agent, 0.66%-0.7% of an early strength agent, 58.76%-63.44% of Portland cement and 29.38%-31.72% of water. According to the component proportion of the cement-based composite grouting material, all the components of the cement-based composite grouting material are weighed and evenly stirred. The method is suitable for preventing salt-containing underground water.
