The invention provides a control device for a shovel, which can reduce the burden of an operator related to discharge operation. A shovel (100) is provided with: a lower traveling body (1); an upper rotating body (3) rotatably mounted on the lower traveling body (1); an attachment (AT) attached to the upper rotating body (3) and including a boom (4), an arm (5), and a bucket (6); and a space recognition device (70) that recognizes the shape of the ground surface, a controller (30) that is a control device of the shovel (100) specifies a target discharge position (P) on the basis of the shape of the ground surface recognized by the space recognition device (70), and controls the turning operation of the upper turning body (3) so that the upper turning body (3) faces the target discharge position (P).
