According to the method, the limitation of conditions such as terrain, traffic and environment in bridge construction is overcome, the influence on the environment and road traffic is reduced, and when the old and dangerous cable-stayed bridge is straightly rotated, the original stress distribution of the main beam is kept to the greatest extent, the original stress point of the main beam is not changed, and the stable rotation of the main beam is ensured; the rotary cable-stayed bridge girder is borne through the horizontal rotating support, or the girder is spliced and connected to the horizontal rotating support, so that the construction efficiency is greatly improved, and the construction progress is greatly accelerated.
