The invention discloses anti-freezing concrete and a preparation method thereof, and belongs to the technical field of building materials. The method comprises the following steps: selecting the following raw materials in proportion: 1012kg/m < 3 > of gravel, 196kg/m < 3 > of water, 570kg/m < 3 > of cement, and 622kg/m < 3 > of river sand and mPCM. Sequentially adding broken stones, river sand and cement into the stirrer, starting the stirrer, and stirring to obtain a concrete dry-mixed material; uniformly mixing water and mPCM, adding the mixture into the stirrer, and continuously stirring to obtain a concrete wet material; and pouring the concrete wet material into the test mold for curing and curing to obtain the concrete test piece. The preparation process is simple, and the anti-freezing performance of the concrete can be greatly improved by doping mPCM to replace part of river sand.
