The invention discloses an underwater plugging and grouting system for an offshore wind turbine jacket, relates to the technical field of underwater plugging and grouting of offshore wind turbine jackets, and provides the following scheme that the underwater plugging and grouting system comprises a jacket foundation and a control panel; a servo motor is started to drive a positioning block to automatically stretch and retract along the outer wall of the grouting pipe through sliding of a threaded sliding rod, the effect of adjusting and limiting the surface of the grouting pipe is achieved, and the effect of improving the stability of the grouting state in the offshore wind turbine jacket is achieved; calculating an environmental risk coefficient through the wind power data, calculating a stability coefficient of each grouting pipe in combination with the environmental risk coefficient and the parameter information, and calculating a system risk value based on a coordinate position of each grouting pipe in a spatial layout coordinate system; and according to the corresponding relation between the system risk value and the risk adjustment plan, a target adjustment plan is output to the master control unit, and then the distance between the two positioning blocks is adjusted to avoid unstable grouting.
