The invention relates to the technical field of garden irrigation, and provides an energy-saving intelligent irrigation controller which comprises a wind energy collection module arranged above a tree growth area and used for collecting wind energy of the tree growth area and converting the wind energy into electric energy; the solar energy collector is arranged in a gap of a shrub growing area and used for collecting solar energy of the shrub growing area and converting the solar energy into electric energy; the rainwater collecting module is used for collecting rainwater on the top of the house; the water storage module is used for performing water treatment on the rainwater of the rainwater collection module to generate drip irrigation water; and the intelligent irrigation module is used for carrying out primary irrigation on the growth area of the trees and the growth area of the shrubs by using drip irrigation water and carrying out secondary irrigation by using tap water. According to the invention, the utilization efficiency of water resources is improved, the consumption of electric energy is reduced, and meanwhile, healthy growth and good development of plants are ensured.
