The invention relates to a low-heat-conductivity repairing material for a permanent layer of a steel ladle. The low-heat-conductivity repairing material comprises the following raw materials in percentage by weight: 15-25% of calcium hexaluminate aggregate with the particle size of more than or equal to 1 mm and less than 3 mm, 15-25% of calcium hexaluminate aggregate with the particle size of more than or equal to 0.1 mm and less than 1 mm, 30-45% of calcium hexaluminate fine powder with the particle size of less than or equal to 0.074 mm, 5-10% of alpha-Al2O3 micro powder with the particle size of less than or equal to 20 microns, 0.05-0.3% of acrylic chopped fiber, 1-3% of a coagulator and 5-25% of sodium polyacrylate. The preparation method comprises the following steps: uniformly stirring and mixing the raw materials except the sodium polyacrylate and the coagulant; adding sodium polyacrylate, stirring, sealing and storing; before use, the coagulant is added and uniformly stirred to be used for repairing. According to the repairing material with calcium hexaluminate as the main raw material, the repairing problem of the permanent layer of the steel ladle is solved, the heat number can be increased to be not lower than 1100 from the original heat number not higher than 1020, the heat conductivity coefficient of the repairing material is reduced to be about 0.65 w/(m.k) from 1.0 w/(m.k), the temperature drop amplitude of molten steel is 3-7 DEG C, and the cost of per ton of steel is saved by 4-15 yuan.
