A railway tie plate is disclosed having a generally prismoid that includes a field-side flange and an inter-rail-side flange connected by an intermediate portion. The middle part comprises a rail seat used for positioning a railway steel rail. The field-side flange includes a first retention device receiving portion, such as a first hole, configured to receive a first retention device, such as a spike. The first retaining device is configured to secure a railroad rail to a rail seat. The field-side flange also includes a fixed retainer. The fixed retainer is an integral part of the railway base plate. The fixed retainer extends away from the bottom surface of the railroad tie plate in the thickness direction and toward the inter-rail side, and is suspended above the rail seat. The fixed retainer is configured to prevent the railway rail from moving in the thickness direction.
