The phosphorite slag composite cement-based material is prepared from a solid mixture and an exciting agent in percentage by mass, wherein the solid mixture comprises 0%-70% of cement and/or 30%-100% of phosphorus slag; and the mass of the exciting agent is 0-11% of the mass of the total cementing material. The early strength of a pure phosphorus slag system or a phosphorus slag-cement composite system material is improved by adding the exciting agent with a proper proportion, the problems of small phosphorus slag mixing amount and low early strength are further solved, the method has the advantages of resource utilization of the phosphorus slag and the like, and the pollution problem caused by stacking of the phosphorus slag is effectively solved.
