The loading block is provided with a through hole in the height direction of the loading block, the anti-floating anchor rod can penetrate through the through hole, the top of the loading block is provided with a first loading piece used for applying prestress to the anti-floating anchor rod, and the prestress loading direction faces the bottom of the pre-buried hole. A plurality of second loading pieces used for transmitting acting force borne by the loading block to the base plate are annularly arranged on the peripheral wall of the loading block, a positioning piece used for positioning the anti-floating anchor rod is arranged on the base plate, and a connecting piece is detachably connected between the base plate and the bottom plate.
