The invention relates to the technical field of pumped storage type power stations or units, in particular to a pumped storage system which comprises a water storage area, an equipment room, a hydraulic turbine unit, a water pump, a motor, a controller, a water diversion pipe, a water drainage pipe and a water storage chamber, the peripheral wall of the water storage chamber is elastic, and a plurality of balancing weights are fixedly arranged on the upper portion of the outer wall of the water storage chamber; the water storage chamber is further provided with a first water inlet and a first water outlet, valves are arranged on the first water inlet and the first water outlet, the first water inlet is connected with the water pump through a water guide pipe, the first water outlet is connected with the water turbine through a drainage pipe, and the controller is electrically connected with the water turbine set, the water pump, the motor and the valves. The invention further provides a construction method of the pumped storage system. The gravitational potential energy of the balancing weight and the elastic potential energy of the water storage chamber are stored while the water storage chamber stores water and gravitational potential energy of the water, the requirement for the gravitational potential energy of the water is reduced, the limitation on the height difference of the upper reservoir and the lower reservoir is avoided, and the applicability of the pumped storage system is improved.
