The invention provides a high-cohesiveness cement-based grouting material for a coal mine as well as a preparation method and application of the high-cohesiveness cement-based grouting material, and belongs to the technical field of grouting materials. The grouting material provided by the invention comprises the following components in parts by mass: 900-1000 parts of superfine cement, 10-20 parts of a water reducing agent, 1-6 parts of a binder, 1-7 parts of talcum powder, 5-15 parts of a defoaming agent, 0-100 parts of fly ash and 700-900 parts of water. Compared with the existing cement grouting material, the cement grouting material disclosed by the invention has the advantages of high slurry stability, good fluidity, strong groutability and almost no bleeding phenomenon, and shows higher bonding and reinforcing strength, enhanced coordinated deformation capability and better durability in a full-length grouting system as a binder.
