Comprising the following steps that a buoyancy tank is positioned, specifically, the buoyancy tank is hoisted near a pile position and anchored to a nearby steel pipe pile or/and a temporary anchoring point arranged on the shoreside; slope leveling is conducted, specifically, a percussion drill is hoisted on the buoyancy tank, a first percussion hammer is installed at the percussion end of the percussion drill, and the first percussion hammer impacts the bare rock slope riverbed till a horizontal construction face is formed on the riverbed; the percussion drill is replaced with a second percussion hammer, the second percussion hammer impacts the horizontal construction face to form a pit with the depth of 50 cm, and the temporary steel casing is installed in the pit; hole guiding is conducted, specifically, the percussion drill is replaced with a third percussion hammer, and the third percussion hammer of the percussion drill impacts the pit in the temporary steel casing for hole guiding; a guide pipe is installed in the temporary steel casing to pour underwater concrete, and a steel pipe pile is inserted into the temporary steel casing. The problem that the buoyancy tank is difficult to fix is solved, and deepwater bare rock pile planting is achieved.
