The invention provides a steam turbine foundation secondary grouting permanent formwork structure and a construction method. The construction method comprises the steps that a center line and an elevation control line of a permanent formwork removal-free formwork are set out on an equipment foundation; processing and manufacturing the permanent formwork removal-free formwork; preliminary positioning is conducted according to the center line and the elevation control line, and the permanent formwork-removal-free formwork and the foundation steel bars are welded and fixed through support steel bars; the turbine foundation side mold is reinforced; concrete pouring is conducted on the steam turbine foundation; and a permanent formwork-removal-free formwork is adopted as a formwork for secondary pouring, secondary pouring of the equipment foundation grouting material is conducted, and a secondary grouting layer is formed. According to the method, the position of the permanent formwork-removal-free formwork is determined according to the installation position of the steam turbine, the permanent formwork-removal-free formwork is installed, the permanent formwork-removal-free formwork serves as a formwork for secondary grouting, and secondary pouring of equipment foundation grouting materials is conducted after steam turbine equipment is installed.
