According to the prestress applying device in concrete beam FRP rib reinforcement, at least two rows of tensioning anchoring devices are arranged on the left side of a mounting plate, 2-6 tensioning anchoring devices are arranged in each row, counter-force anchoring devices with the same row number as the tensioning anchoring devices are arranged on the right side of the mounting plate, and counter-force anchoring devices with the same number as the tensioning anchoring devices are arranged in each row. A positioning plate is arranged between the tensioning anchoring device and the counter-force anchoring device on the mounting plate; and a prestress applying machine is arranged on the positioning plate. The construction method using the device comprises the steps of processing the surface layer of the concrete beam bottom plate, longitudinally grooving the concrete beam bottom plate, installing the tensioning anchoring device and the counter-force anchoring device, anchoring the FRP rib and the counter-force fixing plate, installing the positioning plate, installing the prestress applying machine, applying prestress, removing the prestress applying device and pouring a reinforcing material. Compared with an existing concrete beam FRP rib reinforcing technology, large equipment and large anchorage devices do not need to be used, and an existing bridge can be subjected to prestress reinforcing.
